US-018 - Cap the crew size a planner can assign¶
As a planner, I want the assignment flow to refuse a crew larger than the installation allows, so that we stop over-staffing small jobs.
Acceptance criteria:
- Installation_Assign_Crew checks the cap
- Planners can override it
